CalRecycle’s Food Waste Prevention Grant Program Proposed Criteria for Fiscal Year 2016-17 Workshop – May 24, 2016
(for discussion purposes only)
To lower overall greenhouse gas emissions by establishing new or expanding existing food waste prevention projects (source reduction or food rescue for people) in California to reduce the amount of food being disposed in landfills. This will be a competitive grant program.
- Local governments (cities, counties, and cities and counties)
- Regional or local sanitation agencies, waste agencies, or Joint Powers Authorities
- State or federal government agencies (including offices, departments, bureaus, and boards)
- The University of California, the California State University, or other public universities or colleges
- Public school districts
- Private, for-profit entities (must donate food to food rescue organizations)
- Food processors/distributors (food packinghouses)
- Large venues (e.g., convention centers, sport facilities, fairs, amusment parks, farmers markets)
- Solid waste facility
- Composting/AD (this is for the larger tier only and would be eligible to count GHG tons associated with diversion from compost/AD to food rescue rather than associated with tons diverted from landfills. Would not get points for landfill diversion, would get points for GHG.)
- Nonprofit organizations
- Food banks
- Homeless shelters
- Food rescue organizations
- Food runners
- Qualifying Indian Tribes
- Partnerships must have 1 lead applicant and an up to 3 additional participants, totaling 4.
- Lead applicant must be in business for at least 1 year.
- Lead applicant and participants must be a registered business with Secretary of State.
Food waste prevention projects are projects that prevent food waste from being generated or divert food from becoming waste normally destined for landfills. Food rescue projects result in rescued food being distributed to people, with any food waste residuals from the project being sent to composting or digestion when available within their service area.
Projects must be located in California and result in permanent, annual, and measurable:
- Reductions in greenhouse gas emissions from the handling or landfilling of California-generated food materials; and
- Increases in tons of California generated food materials destined for landfilling must be either prevented, reduced, or rescued from disposal.
- $10 million allocation for FY 2016-17
- Tiered approach
- Large tier
- $8,000,000 for large scale projects
- $100,000 minimum and $1,000,000 maximum
- Small tier
- $2,000,000 for small scale projects
- $25,000 minimum and $100,000 maximum
- Large tier
- Salaries, public education, and outreach costs must not exceed: o
- 25% for large tier
- 50% for small tier
- Software costs (Food waste online exchange and source reduction platforms) must not exceed:
- 10% for large tier
- 25% for small tier
- Food waste dehydrators and liquifiers.
- Costs incurred prior to the date of the Notice to Proceed letter or after the end of the Grant Term.
- Funding for activities or purposes already being funded through other agencies using Cap and Trade money.
- Environmential review for project permitting, including the preparation of Environmental Impact Reports or related documents.
- Purchase or lease of land or buildings.
- Purchase of feedstocks.
- Costs deemed unreasonable or not related to the grant project by the Grant Manager.
- Tons of food waste prevented or edible food rescued
